OpenCouncil makes Greek municipal council meetings legible. A council streams or uploads its meeting video; OpenCouncil transcribes it with automatic speaker recognition, has the transcript verified by a human within 48 hours, then splits the meeting into the agenda subjects that were actually discussed. Every subject gets a summary, a breakdown of each speaker's position with a link into the video at the moment they said it, and a link to the official decision on Di@vgeia, the Greek government transparency portal. Subjects about a specific place are pinned to a map. **For residents.** Full-text search across every meeting in every municipality on the platform. An interactive map of what the council has decided about your street or neighborhood. Free alerts by WhatsApp, SMS or email whenever the council discusses a place, a topic or a councillor you follow. **For municipalities and their staff.** OpenCouncil can replace the minutes provider a Greek municipality already pays for, at a comparable cost: human-verified transcripts within 48 hours, automatic generation of the meeting minutes, and delivery of the printed archive to each municipality's specification. Automatic drafting of decision documents for publication on Di@vgeia is in development. As of August 2026 OpenCouncil runs in 12 Greek municipalities, from Samothraki to Athens, and covers more than 7,000 agenda subjects and 595 hours of recorded meetings. The whole platform is open source under the AGPL v3 (github.com/schemalabz/opencouncil). Its data is available through a public API and through an MCP server at opencouncil.gr/mcp, so AI assistants can query the council record directly. OpenCouncil is built by a team of five at OpenCouncil IKE, a company wholly owned by the non-profit Schema Labs. **Awards and mentions.** Greek Ministry of Digital Governance award for Best Applied Idea in Local Government.
