Citizens' Track on AI

A report setting out why and how participatory practice can address the democratic deficit in AI governance, and bring greater alignment with the public interest, agency for communities, and accountability of action.

The report proposes a "citizens' track" — a layered infrastructure of local community assemblies, coordination hubs, a global citizens' assembly, an institutional interface, and "docking points" within governance fora — to connect grassroots public deliberation with top-down bodies like the UN Global Dialogue on AI Governance (Geneva, July 2026) and the 2027 Swiss AI Summit. Drawing on lessons from climate governance and a case book of 80+ participatory AI processes across 95+ countries, it sets out a theory of change targeting three outcomes (alignment of AI/policy with public interest, individual and collective agency, and accountability via social license, audit, and civic power), and calls on leaders, funders, and practitioners to invest in the approach.
