4PHILLY is a free, open-source, independent tenant tool that lets Philadelphia renters check any address against the City's public records, open code violations, rental-license status, and 311 complaints, before signing a lease or when fighting a landlord.
Built by an independent developer from Philadelphia's own open data (L&I, 311, property assessment), 4PHILLY turns scattered public records into a plain-language "4P Score" and record for any address, and even drafts 311 complaints and Right-to-Know requests for tenants. It also exposes a 60-day window in which an expired, rent-barring rental license stays invisible on the City's official map tools, shifting a small piece of informational power back toward renters.

BARI has worked closely with the Mayor’s Office of New urban Mechanics and the 311 system examine how Bostonians contribute to the maintenance of the public spaces and infrastructure of neighborhoods—that is, custodianship in the urban commons.
